Can I give entrance exam & take admission in the University for next session next year from where I already took migration certificate?

I understand your concern but I can't see why not. You are going to give the entrance test with the migration certificate in your hand. Wherever you go, that migration certificate shows that at the particular moment ; you're not part of any other institute.
So, yes you can do that if you want a fresh start to your career.
