No ,you cannot give GATE/CAT examination after class 12.
This is because,
To be eligible for CAT ,
you need a Bachelor's/graduation degree in any discipline from a recognised university .
you must have got at least 50 per cent marks or equivalent CGPA in your graduation . SC/ST/PH students need only at least 45 percentage in Bachelor’s Degree in any discipline to be eligible .
Candidates who are in the final year of their graduation are also eligible for CAT examination.
There is no age restriction to be eligible
It is not mandatory to have work experience to be eligible

* to be eligible for GATE one must pass graduation in engineering/technology or you should have a master’s degree in a relevant science subject.

As per the latest GATE Eligibility Criteria, a student should have passed graduation in engineering/technology or student in pre-final or final year of their qualifying degree are eligible to appear for GATE.

As per the latest CAT eligibility criteria, a student much have completed Graduation/ Bachelor’s Degree to appear in CAT.

As you are asking after 12th, so after 12th you can't five GATE or CAT.

Common Admission Test (CAT) or GATE are master program exam that allow one to take admission in master degree in their relevant field.
You must have completed you bachelor or you should be a graduate to be eligible to apply for both CAT and GATE exam.
