As per the new pattern,JEE Main is conducted twice a year,so you can fill the form accordingly.

Yes, you can appear for IIT JEE one year after class 12.

After 12th, if you take admission in programme in Basic Sciences namely Physics/Chemistry/Mathematics & Biology leading to B.Sc./B.S./B.Stat./B.Math./Int. M.Sc./Int. M.S. and secure a minimum of 60% (50% for SC/ST/PWD) marks in aggregate in MATHEMATICS and SCIENCE subjects (Physics/Chemistry/Biology)  in the XII Standard Board Examination, you can apply for KVPY in SB stream. Students of class 11 only can apply for SA stream.

Yeah definitely you will be eligible for writing the IIT-JEE entrance exam after One year of your Class 12th infact this is only your last and single attempt for the IIT entrance exam and for the JEE mains entrance exam you will be left out with the two more attempts after your class 12th.
