Dear Student,
From the norms of National Testing Agency (NTE), a student can appear JEE Mains for three consecutive years, as JEE Mains is conducted twice a year, a student can give 6 times over the period of three consecutive year.
As the student has appeared and passed 12th exam in the academic year of 2021 then the student can appear in JEE Mains 2021, 2022, 2023 only. Hence Student who have passed class 12th in the year 2019 or before is not eligible for JEE Mains 2024.

One can give JEE Mains entrance examination for a maximum of 3 consecutive years starting from the year of appearing 12th board examination.

But yes,
To be eligible for BE/BTech in NITs, IIITs, CFTIs one needs at least 75% marks in class 12th if belongs to General or OBC category or at least 65% marks in class 12th if belongs to Sc or St category or needs to be in top 20 percentile of their board examination.
IMPORTANT NOTE :- This minimum percentage barrier of 75 % - 65% for NITs, IIITs, CFTIs has been lifted off for jee main 2022 . It means to be eligible all you need to be eligible is to have at least passed 12th .

If I tell you about jee advanced then,
One has a total of two attempts for JEE advanced over two consecutive years starting from the year of appearing for 12th board examination i. e as per , eligibility criteria one is eligible for JEE advanced examination only in the year in which he or she appears for 12th board examination and the next year following it.
So, with 12 th appearing year as 2021
you were eligible for jee advanced 2021 and
eligible for jee advanced 2022 only.
