To answer your question, the domicile certificate is not required if you are born in Maharashtra and have a birth certificate with the place of birth mentioned on it. In that case, the birth certificate is accepted even if you don't have a domicile certificate.
But, since there is a lot of time left until the admission procedures commence, I suggest that you get your domicile certificate made because it has been observed that there are some colleges (around 3–4 in Mumbai) which specifically ask for the domicile certificate although it is not a mandatory document if you possess a valid birth certificate.
