Yes, you can give MHTCET to get admission in private colleges only as to get admission in Govt colleges Maharashtra domicle is required so if you dont have any residential proof of that state then you wont be able to get seat in Govt colleges.

Yes, you can appear for MHT CET exam to get admission in private engineering colleges of Maharashtra if you have 50% aggregate marks in Physics and Mathematics as compulsory subjects with any one of the subjects – Chemistry/Biotechnology/Biology/Technical/Vocational subjects in general category and 45% aggregate marks in other backward category.
