Hello Pulkit !!
I guess you are asking about NEET.
You can leave the seat you got in second round but that will lead to forfeiting of your security deposit.
And also you can not participate in mop up or further round , because you have got a seat in second round .
One more thing , it is not necessary that stray round will be conducted for all colleges.
