As per the eligibility criteria for the SSC CHSL exam, the candidate must be between 18 years and 27 years of age as on 1st of January, 2023. So, candidates born not before 2nd January 1996 and not later than 1st January 2005 are eligible to apply for the SSC Combined Higher Secondary Level Exam.
So, as per your date of birth you are not eligible to give this exam in 2023 as you will not complete 18 years of age on 1st January,2022.

Eligibility criteria for SSC CHSL 2023:
Age limit: 18 to 27 years as on 1st January 2023. Relaxation is given on upper age limit for reservation category candidates as per guidelines.
Nationality: Indian Nationality
Education Qualification: 10+2 or equivalent exam from a recognised Board.
As per the age criteria for SSC CHSL 2023 exam you are not eligible for SSC CHSL exam in 2023 because you'll be around 17 years 4 months+ as on 1st of January, 2023. Minimum age limit is 18 years. So you'll be eligible for SSC CHSL exam in 2024.
