Well, no you may not go to the second round directly without completing the first round. First of all, you need to accept the seat offered to you in the first round by paying the seat acceptance fee followed by documents verification in the alloted nodal center. Then only you will be eligible for any further upgradation (if any) in the successive rounds of counselling.

No, you have to appear for the first round counseling in COMEDK UGET and verify your documents to the authorities. Once your verification is done, it is upto you to freeze your seat. If you do not freeze/lock your seat, then you will automatically be upgraded to your next preferred choice in the second round of counseling.
