Hello Devesh, No, if you have not attended the first round of counseling, you can register directly for the 2nd round. If you have not registered in the round 1, then the seats are allotted to all the candidates who are registered and upgrading to round 2 is done only if you have registered for round 1 counseling.

Dear Devesh,

Usually in most of the counselling process, if you dont fill any option or you dont get the college you have mentioned in the list then you are eligible to go to second round of counselling or if you dont register at the time of first round of couselling but most of the time the registering process closes as soon the counselling process starts hence mention the exam you are talking about so that i can give you concrete not vague answer for the same.
