To be very honest to you 164 marks are not at all good . You cannot think of anything good that you can get. And you are asking about government college so no you lost the chance this time . For government college you have to get rank under few 1000s or more for lower branches .

Your rank will definitely be around 55-65k so you have to go for some private college only.
