No, you can't get admission in IIT Madras or even nay of the IITs on the basis of JEE Main result.
You are required to appear for JEE advance in order to be eligible for admission in IITs. You can take admission in NITs, IIITs and other GFTIs like Punjab college of Engineering, JNU and others on the basis of rank in JEE Main.

For getting admission in IIT Madras you need to qualify JEE Advance. You First need to Qualify JEE Mains & then appear/qualify JEE Advance for getting into IIT Madras.
It is not possible to get into IITs by clearing JEE Mains Only.
IITs take admission only through JEE Advance Rank
However , you can get into NITs , IIITs & other GFTIs through JEE Main.
