Can I join in any other b.tech college in 2nd year after studying 1 St year in any other college of other state

No is generally not possible.You will need to first pay all the fee of your current college for taking out your original certificates.When you will get your certificates and if you have all the requirements for taking admission in your dream college,than you need to start from first year itself.There is mostly no such entry from one college to other in 2nd year,unless both the college are mutually connected.
