If you want to learn Coding Being a Civil Engineer, you can. In the first year of BTech, for every stream C Programming is a Compulsory subject. The first year subjects are almost same for every stream. So you can learn as much as the Computer Science students do learn. But you won't find any Programing concepts in your further semesters. If you want to learn you can invest your time After your Class timings. It's completely your choice.
