No, once candidate joined the allotted college then he would not be eligible to vacate the seat as per the order of supreme court.

Hello aspirant. You are free to choose , whether you want to take admission or not. It is absolutely okay if you don't , there isn't any complusion . If you have better plan then you should definitely go for it .Ho wherever you get a better option.
