Yes, you can participate in Round 2 of All India Quota NEET Counselling as well as Round 2 of State Quota NEET Counselling.

In order to appear for Round 2 for seat upgradation or to get fresh seat if you have not got in round 2 you can apply for Round 2 NEET Counselling. If you have got seat in Round 1 and need to appear for upgradation then you have to select round 2 for upgradation of seat option. If you get desired seat in round 2 then the seat which was alloted in previous round will become virtual vacant seat and others can apply for it.
