As per your percentile in JEE Mains 2019, you have not cleared the percentile cut-off for general category. As per the rules and guidelines by NTA, an applicant can only apply for JOSAA counselling if he/she has cleared the its respective category's cut-off. This year's cut-off for general category was 89.7548849 which is quite above your percentile score which concludes that you do not stand qualified.

JEE Main 2019 Qualifying cutoff is 89.7548849 as General category. You should meet the cutoff to be eligible for JEE Advance & JOSSA counselling. You can also use JEE Main College Predictor tool given below to know your admission possibilities in Haryana Admission Counselling

Sorry to state that you need to secure minimum cutoff percentile in JEE Mains to be eligible for JOSAA counseling and choice filling and locking. The eligibility criteria for CSAB is also same you must have qualified JEE Mains paper 1 to appear for the further counseling process.
