Yes you are eligible for mopup round even if you didn't attend the first and second round of neet counselling.

The NEET Mop Up Round is, basically, the last and final round of NEET UG Counselling. It is conducted after the NEET UG 2nd Round of Counselling is over and seats are left. In order to fill up the vacant seats, the Mop Up Round is conducted. The Mop Up Round is conducted to fill up the seats left vacant in Central and Deemed Universities.

Candidates who cleared the NEET UG Cut Off 2020 can appear for NEET Mop Up Round.

Candidates who have not registered for NEET UG Counselling 2020 before can participate in the Mop Up Round.

Candidates who had registered in NEET Counselling but did not get a seat can appear for Mop Up Round Counselling.

Candidates who participated in the 1stor 2ndround of NEET UG Counselling 2020 and got a seat cannot participate in the Mop Up Round.
