Yes for sure you can participate in All India Quota Counselling and State Quota Counselling simultaneously. Both these counselling are separate and if you have domicile of a particular state then it is recommended that you go for both counselling. It increases number of chances to get a seat. Coming to the next point, if you already got a seat in All India Quota Counselling and if you have not accepted the seat then it is fine but if you have accepted the seat and reported at the college for admission then there can be an issue.
