Yes you can participate in second couselling if your not interested with your first alloted college for that you need to cancel your seat of first alloted seat for that go to offical WEBSITE and login with your I'd and password and cancel your seat and the procedure for second couselling is very simple when notification comes go and login with your I'd and password and same like first couselling put options according to your preference
