Can I participate with fresh choices in Round 2 of NEET PG 2019 counselling if I do not join the college alloted in Round 1 as free exit?

Free exit candidates of round 1 are eligible to participate and register for Round 2. Fresh Choice filling and locking has to be done by all the candidates.
