Yes, you can pursue B.tech from any college in India after completing diploma.There are mainly two options for it.
1.You can appear in various lateral entry examinations conducted by private colleges and state level colleges.
2. You can appear in JEE mains examination and if you can crack it then you will get chance to appear in JEE advance (however you wont be able to get admission in any college through JEE mains score).If you will get good score/rank in JEE advance then you can get admission 1st year of b.tech in IITs.

Yes you can pursue admission in any engineering college in any state.After completing the diploma course,you will be directly admitted into the second year of b.tech.You can get admission in the other state quota.Else,you can write the entrance exam of the respective state which you prefer to join.If you get the admission,You may have to submit the prescribed certificates of that state.
