Can I procede to keam third allotment with higher options if I got allotment in second allotment

Dear Shinas,
You can participate in the third round counselling if you aren't satisfied with the one alloted. But if you don't pay the fee for college alloted you will loose it even if you don't get any better option in the third round. That means you will no longer have hold on seat alloted in second round at any circumstances.
