Yes you can pursue BEd from Guru Gobind Singh Indraprastha University as a regular full-time program. Get the admission broucher from the link http://ipu.ac.in/ else from :- http://ipu.ac.in/Pubinfo2020/Admission2020main/admbr2020main270220.pdf
Forms will be available in coming month. Keep checking the official webpage of the university.
distance education is not available at IPU unversity. you can look for other college option for distance education. IGNOU will be best option for pursuing BEd distance course.
