Yes, you can sit for examination if you have passed your B.Tech degree by securing 60-70% marks in each paper without backlog in any of them from a Government recognised University with all certifications and fall under the age limit of minimum 21 years.

Minimum qualification for UPSC exam: The candidate must hold a degree from Government recognized Universities or possess an equivalent qualification. Candidates who are in their final year or awaiting results are also eligible to appear for UPSC preliminary Examination. Also minimum age required is 21 years. So yes you can give exam.

in order to be able to sit in upsc exam, one must fulfill following conditions:
age conditions: Candidates should be between age of 21 and 32 years as on August 1, 2017. They should note be born not earlier than August 2, 1985 and not later than August 1, 1996. Moreover, the upper age limit is relaxable for some categories including SC, ST, OBC and PwD.
The maximum relaxation given to candidates belonging to Scheduled Caste or Scheduled Tribe is five years.
The maximum relaxation given to OBC candidates is three years.
The maximum relaxation given to candidates who had ordinarily been domiciled in the State of Jammu and Kashmir during the period from January 1, 1980 to December 31, 1989 is five years.
The maximum relaxation given to Blind, Hearing Impaired and Orthopaedically handicapped candidates is ten years.
academic qualifications: Candidates need to be graduate in any stream for appearing UPSC Civil Services examination 2017. Those candidates who will be shortlisted by the Commission for taking the Civil Services (Main) Examination will be required to produce academic proof of passing the requisite examination (Graduation Degree Certificate) with their application for the Mains Examination. Those who fail to produce such academic qualification document according to UPSC IAS eligibility criteria 2017 will not be considered eligble for appearing in UPSC Mains Examination. Candidates possessing professional and technical qualifications which are recognised by the Government as equivalent to professional and technical degree would also be eligible for admission to the examination. Candidates who have passed the final professional M.B.B.S. or any other Medical Examination but have not completed their internship by the time of submission of their applications for the Civil Services (Main) Examination, will be provisionally admitted to the Examination provided they submit along with their application a copy of certificate from the concerned authority of the University/Institution that they had passed the requisite final professional medical examination.
