With reference to your above mentioned query, i would like to tell you that YES, you can start your own clinic and can work as a consultant after doing and completing Phd in Cardiac Care Technology.
furthermore, As per the rules and Guidelines of Medical Council of India, one can only practice as a clinical practitioner only and only if he/she have completed MBBS/BHMS/BAMS etc medical courses and have a clinical practitioner license issued by MCI .
