No, it's not compulsory to attend JEE examination in the year you pass your to 12th or appear for your 12th examination.
This is because,
One can give JEE Mains entrance examination for a maximum of 3 consecutive years starting from the year of passing 12th board examination and One can give or attempt JEE Advanced for the maximum of two times and that too in consecutive years
For example,
Eligibility criteria says that to be eligible for JEE mains 2022 for BE or Btech you should be either appearing for 12th board exam or equivalent in 2022 or should have passed it in 2021 or 2020 with Physics, mathematics and anyone of Chemistry or Biology or Biotechnology or Technical Vocational Subject.
So, if you qualify your 12th board examination in 2021,you will be eligible for JEE mains 2021,JEE mains 2022 and jee mains 2023 and it's completely ok if you skip JEE mains 2021 you will be still eligible for JEE mains 2022 and 2023
So yes you can definitely start your preparation for JEE after your 12th board examination and for that you can follow the given below tips
* first of all make routine or timetable :- you can make a routine and try to give at least around 8 hours to study.
*practice questions:- after finishing each chapter you should practice numericals and mcqs
*You should practise at least 80 to100 numericals and mcqs in Each chapter to master concepts so that you can solve numericals and MCQs easily
* You should make chapterwise short notes for each chapter and it should contain all the important concepts and formulas
*Revise your concepts, important formulas etc at regular intervals, like once in a week or 15 days .
*Solve previous year JEE questions :-it will let you know the examination pattern, type and difficulty level of questions etc
* Go through JEE mock test papers , it will let you know your preparation level and and weak areas so that you can work on them and perform well in your examination

NTA conducts jee main examinations twice a year. Once in the January shift. Second in the April shift.
According to the latest updates of NTA, any candidate can give JEE Main exam six times over a period of three consecutive years. You can appear for JEE Main twice in the months of January and April in a year. For example, If you have passed 12th exam in 2019 then you can appear in 2020 and 2021 JEE Main.
So according to your situation, you can appear for JEE mains after qualifying class 12 boards in both attempts.
