Can i submit income and ebc certificate in the second counseling if not submitted in first counseling of ts eamcet & can i get feereimburse

You have to submit the income and ebc certificate at the time of certificate verification time slot . You cannot submit the certificate after after first
As the certificate verification centre won't be available for you then . As till the certificate verification are available go and verify your certificate other wise it would be a problem For you in future
