Can I submit just migration certificate in place of transfer certificate since my college never issued one.

Generally a transfer certificate and a migration certificate serve different purposes where the transfer certificate confirms your departure from one institution and the migration certificate validates your academic records for a new institution.

If your college did not issue a transfer certificate and you only have a migration certificate   it is essential to check with the institution you are studying in. Some institutions may accept a migration certificate in place of a transfer certificate especially if it includes necessary details about your previous academic enrollment.
