First of all no you can't submit your sister's domicile. If you have done your schooling in UP then it is not necessary yo provide the domicile atleast in private colleges. If they ask you for domicile then tell them I have applied for it the college will give you time to submit it. It only takes 10 to 15 days to issue a domicile. Actually I had the same problem I took admission in Galgotias college of engineering and technology and they didn't asked for my domicile as my schooling is done from greater noida.

But just in case you can apply for domicile and you can show the receipt to the college and they will give you time to submit it.

Also if you want to apply for scholarship then domicile is a must so i would suggest that you should apply for domicile.
