Dear Aspirant,
A candidate can give JEE Main exam six times over a period of three consecutive years.In a year,a candidate can appear for JEE Main twice in the month of January and April.
So Yes you can take admission in lower IIT and start preparing for JEE Main exam again to appear for JEE 2021.If you clear your JEE Main and Advance with good rank and you are able to get admission in IIT Allahabad then you can take admission there again in your First Year.The only thing is that you need to repeat your First Year.

Why do you have to do that? If you are sure, you would crack the next year, then dropout for a year and get into allahabad. If you are not sure, but you do have a lower IIT now in hand, then I would suggest you to go with lower IITs.
It completely depends on how you prepare for your next JEE. But, a bird in hand is better than two in bushes. so go with lower IIT. (only if you have it now. or else wait for next year with enough preparation and give it a shot and get into any top IIT).
studying in IIT itself is a great thing. We cant anticipate next year cutoff and everything else. So it is better to go with whatever you have got and you can also get a top iit for your masters.
