As it is difficult to say exact possibilities of admission in any govt. Colleges. As you belong to general category, chances seems to be less in any govt. College. But you can try in deemed university or private colleges. You are from bihar then I am providing you the best private colleges of bihar where you can apply for :-

Hey dear, cutoff varies every year in neet exam if you see the last year's cutoff which went very high that even students scoring 500 marks found it hard to get a govt. Mbbs college. So, 578 seems to be a good score and yes you can expect selection in mbbs govt. College. In state quota you will definitely get a seat in topnotch college and in all india quota the cutoff will tell where you will head to, not the topnotch ones but you can get average govt.
