hi chetan, it all depends on what category you belong to and what reservation you have, whether you have state quota or not ,if you belong to ST you have very slim chances of making it into a govt college somewhere, but i would suggest that aim for 580 plus, its high , i know but absolutely doable , so aim for it.NEET 2018 Examination is most likely to be held on 10th May (Thursday) 2018 . NEET 2018 Application Form will be released in the month of January 2018.CBSE conducts NEET for admission across all medical colleges in india except aiims,and jipmer.The exam pattern is as follows:-
physics-45 questions each carrying 4 marks
chemistry-45 questions,each carrying 4 marks

If you are from general category for must have at least 50 % marks in PCB in 12th standard and for SC / ST it's 40 %.

Coming to the question, Yes it's Possible, Well in that case you can opt for private[ ( deemed-to-be-university) as per New rule] colleges.
Remember the state counseling for seat allotment is based on the state merit list. It's left to the students to choose,depending on fee structure and other criteria.
Only in the 3rd counseling the private institutions issue online applications and conduct the selection process based on the rank list formed by the NEET Marks of the students who had applied.
Since MBBS is 4.5 yrs.
Each yr you should pay suppose as you said 22 lakh
22*4=88 lakhs + 22/2 for 1/2 yr =TOTAL 99 lakhs
