Yes, after the completion of diplome you can do sit in the jee mains examination and once qualifying that you can give jee Advanced examination which is the qualifying examination of iits and once qualified with good all India rank you will get admission in iits.
The fee in different iits vary from each other.However you can take 90,000 rupees per semester as the mean tution fee.
