If you're talking about after first year, then probably not unless someone drops out of the college or chooses a lower branch from a higher branch. But there are high chances in changing branches in the spot round which is conducted one month after your first year session begins.
Not just MNIT, I don't think any of the NITs have much flexibility in changing branches.
