Can I upload low income certificate instead of ews certificate during registration in du as no one is making ews certificate in our state?

Unfortunately, no.
There is no alternative to producing an ews certificate. The reason for this is any other certificate can easily be plagiarised or corrupted.
So, yes you will have to produce ews certificate from the designated authority. Do check in your state once again, it could be possible that they have not started it full-fledged since the first ews certificates were issued very recently during JEE mains itself.
