As per the official notifications, there are no restrictions provided to such EWS cases. The EWS criteria is a reservation which is initiated by the GOI and is applied to State Governments. So you can apply with any EWS certificate you have be it state or central. The basic criteria for reservation is the same.
So don't worry about it. If you feel still not confident, I would say to make yourself satisified call the official contanct of MHTCET and ask the same.
