Can in NID AHMEDABAD, an OBC CATEGORY student iif gets open rank below 40, whether he will be taken in open category or OBC category applied

If Your open rank is enough to avail you a seat in the preferred list of course , then it shall be applied, but in most of the cases , your OBC rank shall be taken into acccount if the reserved number of seats in the higher chiced courses are left. So, it depends whether the reserved seats have been filled or not.
