According to my research there are several ways by which you can switch your profession. But the most prominent ones are-
1. Either to do a diploma in in computer, IT as a part-time Course.
2. Learn , practice and master the skills and join IT department in any software company as a trainee for getting experience in the field.
But personally I think that would be inappropriate as you wasted about 4-5 years of your life in working for another branch and then switching that branch suddenly will demand more time to get set in life further.
Also the pay you will be getting will be low in most of the cases.
I hope this helps and keeping in mind all the pros and cons of switching branch, you will take your decisions in future.

Yes,. Students from any branch of engineering can learn coding. During the first year of engineering, every branch of engineering has common subjects such as coding, mathematics, physics, etc.
You can start building you coding skills by focusing on your coding and mathematics from first year onwards.
Even after first year, you need to practice a lot of coding. As in your branch, you won't be taught subjects from CSE. So you need to learn data structures and algorithms from other relevant sources by yourself. You can go for courses in Geeksfor Geeks, hackerrank, etc. Once your data structures and algorithms basics are cleared ,. You need to solve questions from websites like codechef, techgig, coderrank, etc.
You can either go for on campus placement or even apply for off campus placement depending on your skill sets.
