can l participate in third allotment of aiims pg if i forgot to upgrade options for second allotment

You need to choose upgradation to participate in further round of counselling. As you mentioned that You forget to upgrade option to participate in third allotment of AIIMS PG so I think you cannot participate in further round of allotment.
