No it cannot be considered like that. A student to be eligible for engineering seat or even to answer a entrance test needs to get minimum amount of percentage stipulated by university in PCM.

Most of the colleges keep it between 55 to 60 % for general category.

So to get into Engieering college a student has to seprately get 55 to 60% in PCM and it cannot be replaced by other subject.
