The answer is Yes, your son can take part in the NEET Exam whether he is getting accommodation in the 10th ICSE Board exam or not as they do not affect the eligibility criteria of NEET.
However, The Exam to qualify is the Final 12th Exam and not !0th. Though, For your reference, here are the Eligibility Criteria for

1. ACADEMIC QUALIFICATIONS:
- You must have the necessary aggregate marks in the qualifying exam.
- You have passed the class XII qualifying exam.
- You must have Physics, Chemistry, Biology/Biotechnology as their subjects in Class XII.
2. Percentages which make you eligible for the exam:
- UR - 50% marks in the qualifying exam.
- OBC/SC/ST - 40% marks in the qualifying exam.
- UR-OPH - 45% marks in the qualifying exam.
- OBC/SC/ST- Physically Handicapped - 40% marks in the qualifying exam.
