Yes, they can help you in admission into colleges.
NCC Certificates are recognized in Assam and a seat is available in Assam Engineering College and Jorhat Engineering College for admission into B.E/ B.Tech courses.
Also, in Madhya Pradesh 2% reservation has been made for NCC students for admission into Engineering colleges at the UG level.
You will be assigned specific points for your Sports certificates on the basis of its levels and importance.
You can get into a better Engineering college through Sports quota than with your cut-off alone.
