To get EWS Certificate from any state, there are some which needed to be followed. This includes :-

1. You must be of General Category.
2. If you are a OBC/SC/ST candidate, you won't get EWS Certificate.
3. Your father's descendants must be residing in Maharashtra from 65 to 70 Years ago.
4. Maharashtra offers EWS Certificate only to their own state's people who's family have been staying in Maharashtra from 70 Years ago.

Coming to your question, a non Maharashtra student is not eligible to get EWS Certificate from Maharashtra. The above mentioned rules are needed to be followed very strictly. This same rule applies for all the states in India.
