Can one get PSUs with Bachelors (electronics) below 60% and gate with 630 score. (ST CATAGORIE).

Only if you have any reservations category through which you can get a relaxation of 5%.
Coming to the GATE score again you need a reservation category with this GATE score.
In general if you can fetch a GATE score of above 750 then it is considered good for PSU's.
