Ya, definitely the one can do the same as you have mentioned there is no any such criteria but the fact is that if you are looking for any NIT than definitely your marks should like that means you should have a great marks and rank for getting selected in any NIT so if you will be scoring such a great marks than automatically you will become eligible for giving the Advance exam but as i told it completely depends upon your choice that wether you have to give JEE Advance or not. Because admission process for NIT is done on the basis of JEE main marks and IIT admission is done on the basis of JEE advance marks hope so your doubt will be clear now.
