No, an optometrist cannot use the prefix dr because he has completed education from paramedical institute. Only those educated from medical University in MBBS, BHMS, BAMS,B.U.M.S, BDS and master degree in medical field or doctor of philosophy (PHD) can use the prefix "Dr."
Optometrist is person who provide primary health care for eye. They are known to treat eye disease write prescription for lenses and finding eye abnormalities.
However they are not doctors. In case there is need of surgery, an optometrist needs to send the patient to surgeon. So as an optometrist you can't use Dr. as prefix.
For Dr. prefix you need to go for mbbs or any other medical degree and not just bsc.
