No, other state candidates cannot take part in Maharashtra state counselling for medical colleges even through Management quota, this is because Maharashtra is not an open state. If you are seeking admission in medical colleges of Maharashtra then you should either get it through AIQ counselling or you should have valid domicile of Maharashtra.
