YES they can fill jee main application form and appear for the exam. But there no use of it as no institution will give them admission. I have also PCB student appeared for jee and qualified for jee advance. I have given the exam only for self analysis and experience in it.
According to my knowledge, I think you cannot apply for jee mains exam if you are from PCB background.
The main reason is that portion of jee mains exam contains maths,physics and chemistry.
But PCB, you dont have maths, so it is very difficult for you. May be this is the reason for which you dont have eligibility to apply for jee mains exam.

No you cannot appear for jee mains Examination if you do not have mathematics as a subject in your class 11 and class 12.
For
JEE Mains
, Physics, Chemistry and Mathematics are the compulsory subjects.
Biology students cannot appear for JEE Main Exam. But
if they have studied from
PCMB (Physics, Chemistry, Maths, Biology)
stream in 11th and 12th, then they can appear for JEE Main Exam.

Yeah Geeta you can be able to fill the JEE mains application form but inorder to take the admission any of the engineering institute / college you should have the subject as Mathematics in your curriculum such that based upon your score in the PCM you can be able to take the admission in the engineering institute.
