If you're talking about karnataka's state exam then NO!, if you're a domicle of that particular state and have legal documents to support that then you can participate in the counselling, provided that you have given the respective entrance test.

If you're talking from JEE MAINS point of view then NO!, the state has sepearte seats for their state students and sepearte for all India seats.
